The Institute for Infrastructure and Interoperable Data in Learning (I2IDL) is an independent, non-governmental, non-profit organization advancing the science of open source data systems serving learning, training, and education organizations across the globe.
Shelly Blake-Plock
As co-founder of Yet Analytics, Shelly has supported the growth of an open source software portfolio central to the implementation of the Total Learning Architecture. Active in applied R&D, he was principal investigator on the DATASIM synthetic xAPI project and has contributed to over 50 research papers and presentations on topics related to Learning Engineering, semantic data profiles, data architecture, and ethical issues regarding AI in the learning domain. He serves on the National Advisory Council of the Johns Hopkins University School of Education.
Shelly is a Senior Member of the IEEE where he has been an officer of the Learning Technology Standards Committee since 2018 — currently serving as vice-chair for IEEE relations. He has served as chair of the TLA Study Group, the Technical Advisory Group on xAPI, and was charter chair of the IC Industry Consortium on Learning Engineering. He served as vice-chair of the P2997 Enterprise Learning Record Working Group and vice-chair of the 2247.4 Working Group on Ethical Design of AI for Adaptive Instructional Systems.

Megan Torrance
Megan Torrance is the CEO and founder of TorranceLearning, where she leads a team of learning experience designers & engineers in reimagining workplace learning. Her firm has served Fortune 1000 companies, major research universities, global professional associations, and federal agencies for over two decades. Megan brings a strategic vision that helps TorranceLearning bridge vision with execution — delivering innovative, data-informed, and learner-centered solutions.
Megan is the author of Agile for Instructional Designers, Data & Analytics for Instructional Designers, Making Sense of xAPI and the upcoming book, The AI Implementation Guide for L&D. She has facilitated at eCornell in women’s executive leadership, team dynamics, and power relationships and has taught in Pennsylvania State University’s Learning Design & Technology Masters Program. Megan founded the xAPI Learning Cohort — for 7 years hosting this 12-week free project-based online learning opportunity and working with over 8,000 registrants.

Jim Goodell
Jim Goodell is editor and co-author of Learning Engineering Toolkit, co-author of “Student-Centered Learning: Functional Requirements for Integrated Systems to Optimize Learning” and serves as Chair of the IEEE Learning Technology Standards Committee. He is founder of INFERable, a Public Benefit Corporation and is a consultant to the U.S. Chamber of Commerce Foundation’s T3 Innovation Network. Jim leads architecture and development for the Jobs and Employment Data Exchange (JEDx). He co-led development of the Learning and Employment Record (LER) Wrapper Specification and served as a judge for the XPRIZE Digital Learning Challenge.
He was previously Director of Innovation at Quality Information Partners where he helped lead development of the U.S. Department of Education sponsored Common Education Data Standards. As Executive Vice President at the Center for Educational Leadership and Technology he led the development of interactive learning technologies and process improvement solutions for state and local education agencies.

Sae Schatz
Sae Schatz, PhD, works at the intersection of cognition, technology, and data. She formerly directed the Advanced Distributed Learning (ADL) Initiative, a government program for researching learning technologies. Under her leadership, the program catalyzed the international community’s pursuit of the “digital learning ecosystem” concept, in part with the popular book Modernizing Learning: Building the Future Learning Ecosystem. Her efforts were also recognized as “a pathfinder for enterprise data services” by then–Defense Department Chief Data Officer David L. Spirk.
Before joining the civil service, Sae worked as an applied human–systems scientist in both business and academia, including as an assistant professor with the University of Central Florida’s Institute for Simulation and Training. She is a prolific writer and professional presenter; for example, she recently released Engines of Engagement: A Curious Book About Generative AI (2023) and contributed to the National Academies report on Adult Learning in the Military Context (2024).
